Something to do with DVD's , also known as Digital Versatile Discs. The ones you play indoors to watch film or programs.

I looked the flag up on Google Images, it refered me to penguinpetes.com and that is a web site designer, which is what you do, so, my guess is its a web site unlicensed (theft) use indicator.
I am probably miles out, or am I warm ?
